Issued by the Crimean Regional Government (Krimskago Kraevogo Pravitelistva) of General Sulkevich in November of 1918 (date unknown).

Contemporary Russian 1 kopeck imperforates (various printings) surcharged 35 KOP. One account says at the Gubernia Typographic Office at Symferopol (Manzheli, 1935); another at the "Progress" Printers at Sevastopol (Krymskii Kollektsioner, 1923). Issue size is unknown. Mint remainders are very common; postally used examples are rarities.
