St. Pierre & Miquelon #1 or #9?

"St. Pierre & Miquelon #9, January 6 [1885]. #1 was not issued until January 27".

Perhaps Scott renumbered the stamps since Lee's findings?

What is it? Any comments? Please spare me the ones about the price!
