I think we all agree with Scott that the 1st issue for the Colony of Madagascar was Sc#28-47. Also, per Scott, the first issue after changing the country name to MALAGASY REPUBLIC was Sc#300. [Posts from anyone disagreeing with these would be appreciated.] Where I recently got a little bogged down was defining the first issue for the name change (and government change) to the DEMOCRATIC REPUBLIC OF MALAGASY. The first stamp I see with the new name is Sc#549. In doing a little research, however, the following website http://www.haptoo.com/English/EnMada/History.htm indicates that this officially occurred on December 30, 1975 -- which would make Sc#543-44 the first issue under the new government (even though the stamps bore the old name). Any comments from folks who collect 1st issues after gov't changes -- what do you consider the 1st issue?
